nlb returning parse error

it would be good to have this updated so we can use it in the stage-vega environment rather than pointing at random nodes and having to whitelist each in the content security policy.

nlb is currently returning the following:

additionally, the ssl certificate expired over a year ago and will need to be reissued if we pursue using nlb.

Per release of Vega 0.50.0, I've asked Chris to whitelist https://seed11.ngd.network:10331 in CSP as temporary replacement.
