Merge less active functional teams

Many functional teams haven't formed organically and haven't started functioning. We should probably merge these based on their similarities so that the teams begin their activity and also newcomers find it easier to join and contribute.

I think the division on activate mozilla is ideal for our community too.

Something along these lines:

Track	Teams inside
Teach the web	Mozilla campus clubs, Community, Marketing and brand (consumer)
Build the web	Mature technology and products, Future technology and products, Developer engagement and evangelism, Operations and infrastructure Maker party, Grow WebVR, Dive into Rust, Addon
Protect the web	Advocacy and policy, Mozilla Leadership Network Hubs, Localization Web compatibility sprint

Within each track, any kind of activity can be considered aligned to the track and not just restricted to the goals of various teams in the track.
