jira.issues.getCreateIssueMeta is deprecated #329

The getCreateIssueMeta is deprecated and instead replaced with two different endpoints for the same purpose. The changelog says the current endpoint started to 404 in June, though I haven't verified. This endpoint has been replaced with two other endpoints which serve the same purpose.
