Document OpenMP GPU support on Bede #125

Add a page talking about OpenMP parallelisation, listing compiler toolchains provided by bede which support OpenMP.

For CPU OpenMP this should be most C compilers.

For GPU OpenMP this will only be compilers which implement OpenMP 4 / 4.5+.

Probably XL, maybe Clang and GCC depending on version and if support is enabled. NVHPC should have (some) support.
