Make sure anonymous users can download published ATBDs #670

Published ATBDs are public. So anonymous users should be able to download them.

The backend support for anonymous download of published ATBDs is implemented in #660

Now we need some tweaks in the frontend to allow anonymous users to download published ATBDs.
