Mechanism for including new parameters into PPE workflow

As discovered recently with the Meier roughness parameterization, sometimes new parameters are introduced to the CTSM codebase that would be helpful for PPE work to be aware of. Especially when these parameters are hard-coded and there is a preference for them to live in the parameters netCDF file.

One idea could be to include some sort of check in a CTSM pull request to see if there are changes or additions to parameters.
