Reloading draft proposal in editor disables "Submit Draft" button #919

Following #918, if I refresh the page so that the loading state stops, the Submit Draft button is disabled on fresh even though all the required fields are filled in.

In order to enable the button, I need to make false changes (add character, remove character) in the title, summary, and description fields, and add and remove a category. It also seems there is inconsistency between the persisted data and what is shown in the confirm transaction modal (I have categories "Hackathon" and "Other", but only "Other" is shown in confirmation modal)

Expected

I would expect to be able to refresh the page, persist all inputted data except for the checkboxes to agree to terms, and for all the inputted, persisted data to equal what is in the confirmation modal.
