Migrating images with multiple tags can cause problems.

Here is a reproducer of the issue...

Dockerfile

FROM alpine

ADD file /afile

date > file
podman-hpc build -t alpine:test .
podman-hpc tag alpine:test alpine:test1
podman-hpc migrate alpine:test

date > file
podman-hpc build -t alpine:test .
podman-hpc tag alpine:test alpine:test1
podman-hpc migrate alpine:test

podman-hpc images

The issue is the alpine:test tag also gets migrated but the migration code doesn't check for other tag collisons.
