Identify and describe "Best Practices" for organizing whistle resource collections

Right now, my approach to organizing the output from whistle is fairly arbitrary. However, by grouping them into more granular arrays with clearer names would make modular loading much more effective. This could be helpful to convey to others if there is interest in using NCPI-Whistler.
