Migrate to another fork of serde_yaml

[Jisu-Woniu]

The original serde_yaml crate¹² authored by dtolnay has been deprecated and archived. By the time, there has been several new forks of the crate to serve the need.

We should be very careful if we base our work on a deprecated crate.

serde_yml and serde_yaml_ng seems to be two good options.
