Need some of the NCO tools in the tools image to ensure some of the tools work correctly. The configure.ac will begin checking for these tools. This adds nco to the Spack spec list.

@underwoo I think I beat you to the punch on these updates, I built a new image with the netcdf operators thats ready in a PR for FRE-NCtools: We've consolidated these dockerfiles to the HPC-ME repository, so I think we should probably just delete this repo. |
