Steps to create a release

In particular, what tests should be run, on what sites?

What tests are being run on the github runners? All?

GFDL sites: PPAN, WS, gaea C4, gaea C5. what about WS RHEL 8?

Should these GFDL tests be run manually (e.g. before each release) or automated through the gitlab CI runners?

Should these tests include all tests or a subset? Some of the parallel/serial tests are slow and require MPI.
