Make Fixed operating cost (FOC) for IPH models dependent on capacity, rather than be an absolute dollar value. #1937

The IPH LCOH models use an absolute value input for the fixed operating cost.

The other IPH models use a Fixed cost by capacity input that is dependent on system capacity.

Describe the solution you'd like

The IPH LCOH models should use the relative Fixed cost by capacity input, rather than the absolute value.

Additional context

The version upgrade script will need to handle old save files, which use the absolute fixed operating cost by correctly assigning the new capacity dependent fixed operating cost.
