App Management -> User workspace should be changed to de-emphasize users with no grants, or who have never accessed the system.
Possible solution:
Present these particular users in a grid panel (collapsed by default?) at the bottom of the current Users panel.

After release, determine if this presentation change removes need for a "disabled" state for User profiles in the app.
