helper script: determine what step Piper is working on #194

Currently because we can't log into the scratch disks we just have to wait until the job succeeds or fails. I'm not sure how this will work because we'll need to be able to log into the scratch node which I don't think we can do at the moment.

All nodes have connection with the login nodes, right? What about a super simple Redis database running in the login node?

@johandahlberg would it be possible for Piper to write to a small log file detailing which step it has started and finished and when?

The short answer is that I don't think that it's worth the effort to do anything more than what is already in the log files. But of course anything is possible given sufficient resources.
