boundary condition

I have created a rectangular mesh with a cylindrical hole using Gmsh. The physical surfaces for the top, bottom, outer wall, and inner wall are set as outlet, inlet, outwall, and inwall, respectively. I would like to set the following boundary conditions:

• Velocity boundary 1 as inlet
• Velocity boundary 2 as outlet
• Velocity boundaries 3 and 4 as wall
• Mesh boundary 4 as a moving mesh boundary

How should I configure this? Below are my par file and usr file:
