[FEAT] Deprecate ovos-core dependency #469

Objective

This package should not have any dependency on ovos_core now that all relevant code is moved to separate packages.

Initial Implementation Requirements

  • remove any imports from mycroft namespace
  • validate configuration handling continues to work as expected
  • validate unit tests pass
