[FEATURE] When there is a rule failure, incident has to be created

When a rule fails, irrespective of the action - if user chooses to create an incident for a rule, then it has to be included in the incident created.

Describe the solution you'd like
A new column has to be added to the rules table, for including a rule into incident management.
