Form control without capture height

If a form control has no capture it should not be so high. Let's limit its height by header+input only. The part where the arrow pints is redundant.

It should be like in figma:

Makes little sense because margin can be easily removed using Overrides. On the other hand making input dependable on existence of a capture can cause issues with UI when capture changes over time.
