It seems ITT isn't updating their harvest level requirements correctly, or I'm doing something wrong, but I can harvest something that's supposed to require, say, iron with a stone pickaxe - 2 levels below what it's supposed to be. The config looks correct, but there are other values for each metadata of the block, so it might just be that I need to include all 16 versions of each block in the overrides file.

It looks like we're not the only ones with this problem, as shown here.
My best guess would be that judging from this, when Poor Ores registers its blocks, it clones the base block and then uses it for its harvest levels, rather than using a setter during construction.
