We should ask each speaker to prepare about half as much material as they have time allotted - that is, prepare for a significant amount of discussion. Also expect that most topics are interesting and need more time, plan for the break-out time for groups to work on specific, actionable ways to work together.

I think that limiting the number of slides and limiting the "monologue" part is the most important. Perhaps we can/should put a hard limit on the number of slides. I really want to avoid the type of workshops/conferences where talks go over time and there is no time to have a real discussion.
Last lightning talk session I attended had a hard limit of 1 slide. And I think that was very good.
