Describe the bug

If there are no rules in my pricelist, when setted on an invoice and editing a line, I should not see discount go from a value to 0.0

To Reproduce

Affected versions: 14.0

Expected behavior
I expect a rule to exist before setting the discount at 0 or calculating it
