Got an error 404 when trying to download the file http://ec.europa.eu/eurostat/ramon/nomenclatures/index.cfm?TargetUrl=ACT_OTH_CLS_DLD&StrNom=NUTS_2013&StrFormat=XML&StrLanguageCode=EN&StrLayoutCode=HIERARCHIC..

To Reproduce

Affected versions:

• 12.0: sì (risolta per termine supporto)
• 14.0: sì
• 16.0: [MIG] l10n_it_location_nuts: Migration to 16.0 #4458

Steps to reproduce the behavior:

1. Eseguire i test automatici

Expected behavior
I test hanno successo.

Additional context
Normalmente è un errore temporaneo, ma sembra che questa volta ci sia in ballo qualche cambiamento nelle API, infatti la pagina del link riporta:

The bulk download will no longer be available as of October 2023.

Il merge di OCA/partner-contact#1826 è necessario per riattivare/riadattare i test
