As per flight architecture meeting July 19, 2021, As a ground station operator, I want to listen for spacecraft beacon, so I can monitor the operating mode of the spacecraft (i.e., power up & deploy, safe hold, de-tumble, ADS, Comms, & Mission Ops) |

e.g., As a starfleet science officer, I want to scan a class-M planet for life signs, so that I can verify life on other planets
User stories reference one or more stakeholder needs.
e.g., To seek out new life and new civilizations
