External validate should take settings from models in case nothing is specified #466

When externally validating models, we should be able to specify the minimum required and it would take the rest from the modelDesign of the model being validated. This means when creating a validationDesign it should be allowed to not specify for example 'populationSettings' and 'restrictPlpDataSettings' and it would take those from the model.
