[Bug] All header tools are enabled for volume3D viewport

Describe the Bug

All header tools are enabled in the header toolbar for volume3D viewport including measurement tools, crosshair etc.

Steps to Reproduce

1. Select 3D primary layout from the grid layout
2. Activate volume viewport (not volume3D).
3. Switch to 3D Only layout
4. Observe the header tools like crosshair, measurement tools

The current behavior

Measurement tool, windowlevel, etc are enabled in the header toolbar when volume 3D viewport is active.

The expected behavior

Measurement tool, windowlevel, crosshair tools are disabled in the header toolbar when volume 3D viewport is active.
