其实应当是没有“参考资料与注释”这句话的。脚注的话，Word 是有分割线的（

其实我觉得，如果把原来 md 中的脚注标题删掉，现在这个加上 "Footnotes" 的行为也是可以的。如果换成分割线，md 里有没有脚注标题都可以。

@ouuan 之前我把这个当作首选方案试了一下 主要遇到的问题是很多页面仍然使用列表作为引用 甚至有些地方标注了来源信息 和脚注混在了一起

我觉得还是有分割线比较清晰
@diauweb 提到的问题可以在迁移前夕做一次统一整改
