Add support for MYD11C3 emissivity files from LPDAAC

Currently ORAC requires CIMMS Emissivity data, derived from the MYD11C3 product:

http://cimss.ssec.wisc.edu/iremis/

however this dataset only extends to 2016. Adding support for MYD11C3 would allow more recent data to be used. More information on the MYD11C3 product can be found here:
