[Bug] v.select should create an empty vector map when no features are selected

Describe the bug

When running v.select, it can happen no features are selected. This is completely normal and I believe users would expect an empty vector. Instead, no vector is created.

To reproduce

v.select --overwrite ainput=geology@PERMANENT binput=zipcodes@PERMANENT output=empty operator=touches

Processing features...
Processing areas...
v.select complete. No features found !

Expected behavior

I would expect an empty vector. Especially for automated tasks.
This is probably not the only case, I am not sure how most other tools handle this.
