Update OVAL version to 5.12 for all .xsd files, and set date to 11/15/2024

Abstract
The version of OVAL schema's is being reverted back to the 'simple' version, and the same version for all files. Updating the date based on a target release date for OVAL 5.12 being Oct 30, 2024
