Steps to reproduce:

1. Join a World with Cubic Chunks enabled
2. Go over Y:142 or below Y:-129

Expected Behavior:
Player can move freely through all the space

Actual Behavior:
Player freezes and can't move anymore, neither attack or use items. Using tp command to go back to the Y range makes player unfreeze. Removing either Cubic Chunks or Smart Moving fixes the issue.

Smart Moving probably needs a Cubic Chunks fix.
