Add general error handling for weekly pipeline

Describe the bug
In the Dataset Pull Automation pipeline (the weekly friday refresh) in gh actions - if there are any pipeline errors (EXCEPT no changes to commit #9 ) the pipeline fails and nobody knows about it.

To Reproduce
Steps to reproduce the behavior:

1. Force an error by commenting out a line or introducing a deliberate typo. Run pipeline.

Expected behavior
Instead of erroring and no slack message being sent, handle general errors and post to slack "error in pipeline during refresh" << feel free to modify slack message wording.
