No activity in the project disables actions after 60 days

Describe the bug
Because the weekly pipeline doesn't make any changes the pipeline repo, it gets disabled after 60 days. We can get round this by committing the logs to the repo.

Maybe also look to see if we can commit run stats? e.g. how long the pipeline took

To Reproduce
Steps to reproduce the behavior:

1. Set up pipeline
2. Wait 60 days with no commits to repository
3. Actions get disabled

Expected behavior
Action continues to run without being disabled after 60 days of inactivity
