One way to keep votes in the TC simple and a bit independent from very new projects joining the foundation would be to limit voting rights to more mature projects. So this could be tied to a certain stage in the incubation process, where the initial stage would have no voting rights. So it would not possible to take over the TC by bringing in a lot of new projects. LF Energy has a similar rule we could use as inspiration.

In general, I am not a big fan to limit the democracy but I understand the spirit of your proposal. For this purpose, I would suggest that a project can vote since it is at a certain stage.
