I need to document a properties.json file I created

I mentioned this to @kcranston , but never went back on documented it. I wanted to create an issue so that it had higher visibility.

When I was trying to build the taxonomy, I created the file that resides at:
https://files.opentreeoflife.org/idlist/idlist-20161118/properties.json
when I was trying (and failing) to get the code working.

It was needed to build some target, but did not exist. It seemed like a fairly straightforward "about" file, so I just copied a similar one and edited it.

So, it might be wise to move that out of the way, if you files to look like it did when I started.
