In parallel to taxon additions, it would be handy to have a form for taxon mergers.

e.g. https://tree.opentreeoflife.org/taxonomy/browse?id=153255 and https://tree.opentreeoflife.org/taxonomy/browse?id=6154408 are the same taxon

as are

https://tree.opentreeoflife.org/taxonomy/browse?id=464691 and https://tree.opentreeoflife.org/taxonomy/browse?id=3596802
