Merge community_guidelines.md into the master branch for operationcode_docs/community #55

PROBLEM

Operation Code's new Slack Community Guidelines needs to be published in operationcode_docs/community where we currently have our CoC.

SUGGESTED SOLUTIONS

1- These community guidelines need to be published along with the master branch for operationcode_docs/community similar to our current Code of Conduct.

2- Suggested action item is to have the Slack bot announce both the CoC and the Community Guidelines in a DM when a new member joins.

3- Lianis and @datphotogurl to post and pin the live Community Guidelines to General channel.

@Lianis-Operations @datphotogurl can you tell me what needs to be done here and how to implement this? Thanks, I want to contribute, but I couldn't understand the issue.

Part 1 of this issue is complete. (Published here: https://github.com/OperationCode/START_HERE/blob/master/community_guidelines.md).

Part 2 sounds like it needs to go into Pybot to announce to Slackbot as a DM for newbies when they join the OC Slack General channel.

Part 3 isn't something needed here.
