[草案] 法規API #1

提出一個法規API 的草案供討論。
這是我們在處理自己的需求時，從全國法規資料庫的資料轉成RESTful的API定義。

我們認為有機會拿來當做法規及涵釋的API定義。

拆出來到repo內：lawApi.json
Domain knowledge的部分我不懂，API和文件本身看起來沒問題（雖然我還是比較喜歡OK回200，有問題回其他……純個人喜好）
