Contributors (existing and new) have to agree to PECE's new Terms of Service before adding or editing content on the site

Notes from meeting with Mike:

Require people to agree to Terms of Service before doing stuff on the new site

Governance meeting reminded that we had this long-term plan of updating the site to include a ToS.

People would have to agree to a new (first-time ever) terms of service.

• https://www.drupal.org/project/agreement might be better
• https://www.drupal.org/project/legal looks fine too.

We could build it with ECA too but i will restrain myself.

PECE will finalize ToS text and get it to us. We will make a default content node with that text and configure the Terms of Use module to use it (if we use that module; if we use a different solution in may go into config)
