Currently the "day" rollup interval is UTC. We could make that timezone configurable.

This could be tough, due to the way we currently query/cache based on bigquery-partition-days.

Producer user interviews informed us that at least one producer is used to this with Libsyn and publishes all their episodes at 8pm ET in order to get the first 24 hours in a single day (because Libsyn only goes as granular as daily).
