Add tools for welfare analysis

Something useful might be to add to (perhaps in utils.py) would be the ability to compute an equivalent variation measure of welfare across generations, such as Kotlikoff's Lump Sum Redistribution Authority (LSRA), as used in this paper.

This would allow for the measurement of the impacts of policy reforms on overall welfare across agents (and over time) in the model).
