Find a way to stop the security tips getting overlooked on two pages

On at least two models (Samsung 4s mini/ Huawei Y320) the security tips don’t appear on the screen of the ‘Setup Alert Message’ page and the ‘Setup Contacts’. The user may miss them as they can press the ‘next’ button which appears above them without knowing their existence.

I suggest moving the ‘Next’ button below the tips on both these pages. However, this might create a problem (the subject of #45) that users can’t locate the ‘Next’ button. I think that we should nevertheless put the button below the tips as I think that the list means that the user is more likely to scroll down and it is important that all of the tips get read.
