Update SHPC-registry version for deployment

Hi @dipietrantonio ,

if we want to leverage the global registry with the latest merged PRs from @SarahBeecroft and @AlexisEspinosaGayosso ,
we should use the following hash for shpc-registry:

3aa3a03ceb4dd881182eab5b212555e38f86b8f3

So,

• the settings.sh file for Setonix requires update:
  https://github.com/PawseySC/pawsey-spack-config/blob/a38f91713b3200025fd8f58026463b061266add7/systems/setonix/settings.sh#L64C24-L64C64
• container modules for the next deployment should be removed and re-installed with this new setting
