Timer mine did not clear opponents characters from site #817

At the start of darkside turn timer mine destiny was drawn. The destiny draw was a 5.

There were 4 LS characters 'active' at the site.
There was 1 LS character held captive as 'inactive' at the site.

The destiny draw resolved, however no characters were lost.

To reproduce play cct to gain a quick captive and set up a tracked destiny to simulate the situation.

we reverted to try some scenarios, but opponenet conceded before we advanced through the failed draw.

Expected behavior:
Unsure. This could be a combination of active vs inactive at a site combined with targeting rules and what defines "All X" vs the text of timer mine.
