Expand The Empire and Vehicle Sites

Describe the bug

Vehicle sites are adjacent to the site where the vehicle is present, but Expand The Empire is not expanding text to them.
Unclear if this bug is specific to Expand The Empire, or if it's a deeper issue of GEMP not treating vehicle sites as adjacent.

To Reproduce

Steps to reproduce the behavior:

1. Deploy Jabba's Sail Barge to a site (preferably one with easy-to-test game text like "Force Drain +1" here)
2. Deploy Passenger Deck site
3. Deploy Expand The Empire on the site where the Sail Barge is.
4. Game text is not added to the Passenger Deck (bug)

On turn 6, DS Force drains at the Passenger Deck and does not get the Force drain bonus.
