Assign reviewers orange when I can't assign reviewers

The Problem

I have a PR open where I do not have access to assign reviewers, and project health has labeled this orange as needs my attention, but there is nothing I can do about it really.

Expected Behavior

I can see why it's orange and the argument for that, but I believe since I have 0 permissions on that PR that it should be blue and waiting for to assign reviewers

There's a question of who's responsibility it is to deal with now. In this case, I erred on the side of, you should probably ping or @mention someone to try get their attention. We also have to figure out how to check if you have the permissions to assign a reviewer.
