"Waiting on" in outgoing PRs does not include non-code owner reviewer

The Problem

1. Given that I opened a PR on a repository
2. Given that the repository has code owners
3. Given that I have owner rights on the repo and assign an extra reviewer to this PR

Expected Behavior

The blue text should also include sorvell, alongside the two code owners azakus and bicknellr See this screenshot for the GitHub-side:
