We’d like to give “Proctor Editors” the ability to edit Session Settings (Duration, capacity, self reserve limit, etc…) but NOT be able to create and edit exams or sessions.
Use-cases for this permission:
Allow proctors to allow students to book into their session past the start time of their session
Configure/adjust capacities without CBTF coordinator intervention
(P.S. I don't think it makes sense to add "Session Editor", but if that's the direction you wanted to go into, I could live with that too!)

I don't see this being an option that we would utilize. We very rarely change session settings to accommodate making registrations after an exam has started and we wouldn't want individual proctors deciding when to make that accommodation because it wouldn't be applied consistently for all students. I would also not want proctors making adjustments to capacities without approval first. Similar to what I said earlier, it would be impossible to accommodate all students this way and proctors do not always have the necessary information to know why capacities are set at certain limits.
Our model is to offer sessions 7 days/week from 10-10 and instead of accommodating the students, they have ample options to schedule.
Thanks Jim, that's helpful feedback, and I think it rules out the possibility of rolling these new permissions into the existing "Proctor Editor" role.
Firas, regarding your first bullet: if it's the policy of your CBTF to allow reservations after sessions start, why not always create your sessions with "Self-reserve limit" and "Self-change limit" set to appropriate and consistent values?
