Native Pro controller/licensed full-feature controller emulation, not Pokken controller.

Might need VID/PID hacks and should come after API refactoring.

We can probably have Pokken support first so it can be used to target Switch with basic controller features. Procon protocol can be added later as another Transport/Controller pair.
