Is your feature request related to a problem? Please describe.
When data comes into MIG from DICOMweb, HL7 & FHIR services, the AE Title field is empty and therefore, the workflow request message is rejected.

Describe the solution you'd like
A workflow definition should not make the AE Title (informatics_gateway>ae_title) field required. When data arrives without an AE Title, WM shall attempt to match any workflows without an AE Title.
